The Ministry of Peace is in charge of the armed forces of Oceania such as the navy and army. The Ministry of Peace helps maintain a constant state of war with either Eurasia or Eastasia which is kept as the permanent truth by the Ministry of Truth. The ongoing war must not be won or lost but always progress with success to keep an equilibrium. This is the perpetual war that must be maintained. This helps to keep the Party in power and maintains a hierarchical society. The perpetual war keeps the peace within Oceania and balances the power with the other superpowers in the world.

War is peace means that to establish peace and stability in Oceania, a constant war against enemies must be maintained. People must always think that Oceania is winning and succeeding in a perpetual war.

War helps maintain the hierarchical structure of society by destroying the products of human labour so that the poor remain poor and that socioeconomic mobility is near impossible.
